Children should be tested on their learning from the age of two and progress through school on the strength of their abilities rather than their age, according to a Scottish parliament think tank.
Parents have lost trust in parts of Scotland’s education system which stifles innovation and obstructs outside experts from becoming teachers, the Scotland’s Futures Forum said in a report.
