The SNP has rowed back on its promise to provide free lunches for every primary school pupil and blamed councils for the delay.
Ivan McKee, the business minister, claimed the Scottish government only promised to “fund” the free lunches and that it was up to councils to provide them. He said councils have revealed that schools do not have the capacity to provide lunches for all.
