Councils have admitted poaching staff from private nurseries by raiding public funds to offer better pay.
The council nursery workforce has almost doubled since 2015 but child places have only increased by a third, leading to more state-funded carers minding fewer children between them. This gives a better experience for children who get a place but many parents have found themselves locked out.
