Last week a Times front page quoted a No 10 source stating: “If there were ‘one silver bullet in public policy’ that would improve lives, it was likely to be investment in education and skills. ‘This is an absolute priority for the prime minister’.” Rishi Sunak’s inspired choice of Gillian Keegan as the new education secretary makes clear the silver bullet is being primed as since 1870 she is the first to have been an apprentice.

Over the last year there have been six major reports from important educationalists including the Times Education Commission’s Bringing out the Best, the House of Lords select committee on youth unemployment and policy bodies such as the Institute for Government, the Institute for Fiscal Studies and Tony Blair’s Institute.
