Sir Keir Starmer’s decision not to scrap university tuition fees will win him seats rather than alienating voters, new research shows.
But maintenance grants are set to become a key issue in the next election, according to large-scale polling, as the Labour Party conference gets under way in Liverpool.
The party is said to be considering reintroducing the grants, which were scrapped by David Cameron in 2015 and replaced with loans.
It is looking at modelling under which they would be offered to the most deprived students, and could also reduce interest rates on tuition fee loan repayments.
