Fears that a global conflict with Beijing will lead to an exodus of Chinese students has prompted a ministerial review of Scottish universities’ reliance on international fees.

Jamie Hepburn, the higher education minister, said universities’ ability to withstand “geopolitical shocks” would be part of the government’s education strategy. International tuition fees are expected to overtake state subsidies as the main source of university funding next year.
