Education reform in Scotland is doomed unless the “iron cage” of mediocre officials in charge of learning are cleared out, a government adviser says.

Walter Humes, an honorary professor at the University of Stirling, has accused Scottish ministers of “insider dealing” and rolling back on the recommendations of a review he helped draft.

The Muir review prompted Shirley-Anne Somerville, the education secretary, to announce the demise of Education Scotland, the policy quango, and the Scottish Qualifications Authority after scathing criticism of their handling of education.
