Ofqual welcomes the aims of the ABS. These include maintaining greater breadth in post-16 studies, with increased teaching time and a clearer framework of options for students to choose from. At their heart, the ABS proposals are a curriculum reform – they set a new vision for what students should learn post-16, at what level and with what balance across subjects. Curriculum is rightly a matter for the Department for Education. It is in response to those curriculum changes that qualifications would be reformed.
