Brighton and Hove city council has been accused of waging a “war on parents” in a row over redrawing secondary school catchment areas.
Councillors want to reduce admission numbers at oversubscribed schools to increase uptake at less popular ones, in an attempt to tackle the uneven decline of pupil numbers across the local authority area.
