Summer schools tto encourage disadvantaged children to apply to university are mainly attended by those who are already keen to study, a report says.
Research by the government’s Behavioural Insights Team, also known as the Nudge Unit, says that programmes to improve social mobility and attract poorer children into university are not reaching those most in need.
