Only three teachers are involved in high-level discussions on the future of Scotland’s schools, fuelling claims that the reform is being dominated by the existing education establishment.

The Scottish Qualifications Authority (SQA) and Education Scotland (ES), the government’s primary education agencies, are being scrapped after a series of official reviews concluded that they had failed teachers and pupils.

Ken Muir, the veteran educationalist who recommended their dissolution, said teachers should be deeply involved in the design of the replacement agencies. However, the government has finally disclosed all 59 members of the reform board and its three delivery boards, six months after Muir called for reform, and it includes just three teachers.
