Reviewing up-to-date literature on school choice and its effects, this book concludes that the design of choice programmes has a significant impact on the quality of outcomes.

Sahlgren argues that it is important that policymakers in England considering further market reforms to the English education system, pay careful attention to - and learn from - international research if they wish to reap the full benefits of these reforms.

The key lesson, the research finds, is that school choice should not be seen as an isolated reform measure but rather as a cornerstone in a coherent reform package designed to transform the incentive structure of education. The book goes on to consider lessons for policy makers and in particular the reforms necessary to bring about a functioning education market.
