This report from the Academies Commission considers the impact of the academies programme up to 2013, and attempts to anticipate what will happen once the majority of schools have academy status.
The Commission's recommendations are designed to support the implementation of the academies programme so that all pupils experience the benefits of academisation. Its key recommendations cover school improvement; academy freedoms; admissions; and the impact of academisation on local provision, school governance and central government.
The Commission placed significant emphasis on the need to develop professional connections, collaborative activity and learning, both within and across schools to drive system improvement. It proposed that Ofsted should not judge a school to be 'outstanding' for leadership unless it can provide evidence of its contribution to system-wide improvement.
