Examining the broad variables identified in educational effectiveness, this report argues that the main impacting factors may be reduced to the technology of the curriculum – intended and implemented – and facets of organisational climate.

The author suggests that the broad direction of school improvement could be summed up as placing an emphasis on technology and climate, with a follow-up strategy of teacher recruitment and professional development.

Professor Scheerens suggests that most of a school’s energy for improvement should be focussed on teacher issues, including human resources management. Schools could also capitalise on working with the local community, other schools, and parents.
